Enhance HTTP callbacks to handle failure gracefully.

When a site subscribed to a node through registering a callback URI with the HTTP gateway is busy (timeout) or temporarily unavailable, notifications will be lost. It would be nice to handle such failures more gracefully, for example by retries and maybe some kind of back-off mechanism.
